The publicity associated with Postmarks has brought new attention to the RTO operation and the number of sites that will be impacted with once-a-day mail pick up. USPS must report to the PRC monthly data with updates on 5-Digit zip codes where RTO has been activated. Not all planned RTO sites were activated on April 1st, 2025, when RTO went live. It is happening in phases, in groupings USPS is calling campuses. The tenth report recently released shows that RTO has been implemented in 86 campus sites and about 434 3-Digit zips (of about 904 total planned). This includes 13,228 unique zip codes, which is near the half-way mark of 28,540. The implementation should be completed later in the summer.
The primary qualifier that identifies a zip as RTO is a driving distance of more than 50 miles from the nearest RPDC.
The Save the Post Office web site supplies multiple tools to provide you details if your zip code is an RTO or Not RTO zip. The below shows the example of an RTO and NOT RTO zip. 60446 is within 50 miles of its Origin RPDC, making it a NOT RTO zip. 33912 Fort Myers is more than 50 miles from its planned Origin RPDC site of Ybor City, FL, so it is an RTO, but it has yet to be activated.
