The USPS Market Dominant Price change will take effect on Sunday, July 12th , 2026.
Remember this price change is more than just the 4.8% increase; there are several structural changes happening at the same time and require mailer systems and software to be updated. Below is a summary of those changes:
- Eliminating ADC Rate Category from Market Dominant Mail Classes
- Restructuring Periodicals Outside-County Rates
- Adjusting Marketing Mail Weight Requirements and Adding Heavy Printed Matter
- Adding 5D/Direct Container and SCF Pallet Discounts to USPS Marketing Mail Heavy Printed Matter
- Changing Minimum-Volume Requirement for First-Class Mail Cards and First-Class Mail Letters when Combined in a Mailing
- Implementing Package Barcode Quality Noncompliance Fee for Market Dominant Parcels
- Restructuring Price for Bound Printed Matter Flats and Parcels Presorted and Carrier Route
- Eliminating Bundling Requirement for Marketing Mail Flats Prepared in Flat Tray
The revisions will not be published in the Domestic Mail Manual (DMM) until Sunday July 12th, 2026, but the language is available today on Postal Explorer.
