On July 16, 2026, the United States Postal Service (USPS) filed a motion with the Postal Regulatory Commission seeking a partial waiver of Rules 3030.160-162 regarding Density Rate Authority (DRA) calculations, under Docket R2027-1.

The USPS wants to shift its annual market-dominant price adjustments back to a traditional January cycle starting in January 2027. USPS says that shifting to January aligns better with customer budget cycles and generates much-needed revenue sooner to address ongoing financial challenges. 

If the PRC approves this allowance the Postal Service is forecasting the increase in January 2027 to be 4.5%.  

That estimate is based on using a 2.628% density factor and an estimated CPI of 1.87%.  

Currently the density calculation process follows a cycle of releasing the Annual Compliance Review (ACR) report at the end of December, followed with the PRC release of the Annual Compliance Determination report (ACD) at the end of March, allowing USPS to use that density authority in an April announced price filing for a July implementation.

The USPS is proposing a modified DRA calculation using a mix of actual year-to-date data (through June) and forecasted Q4 data for FY2026. If there are any differences in the forecasted data to the ACD totals, the adjustments will be made via banked authority. 

The USPS requires a decision from the Commission by August 16, 2026, in order to present the rates to the Board of Governors for approval by September 2026 to make a January 2027 implementation date.  

Industry and interested parties have seven days from the opening of the docket to submit a response to the USPS request motion.
