On December 20th, 2024 the USPS filed under MC2025-948 a request to remove Bound Printed Matter (BPM) from the Market Dominant product list, and under MC2025-925 to raise the weight of Marketing Mail (MM) flats to 20oz, and to 24oz for Carrier Route flats.
On June 25th the PRC issued Order No. 8937, which denied the Postal Service request to remove Bound Printed Matter, but approved the request to raise the MM flats weight maximums.
The Postal Service plans to include the new weight allowances in Marketing Mail flats in the January 2026 filing. They will continue to keep BPM but it is expected that the pricing may be more favorable as Marketing Mail. We are expecting the Postal Service to add the new product Heavy Printed Matter to Marketing Mail parcels in January allowing up to 15 pounds.
Another side benefit of the inclusion of heavier flats into Marketing Mail is that todays BPM catalogs then would become MM catalogs and be eligible for the 10% promotion discount.
