The USPS Office of Inspector General (OIG) has just released Volume 3 of its oversight series on the Delivering for America (DFA) plan. Four years into the 10-year strategy, the results are a combination of modernization successes and significant operational hurdles.
The primary goal of the OIG in producing this report was to provide an independent and objective evaluation of the Postal Service’s progress in implementing its 10-year Delivering for America (DFA) plan.
The OIG concludes that while the USPS has successfully implemented several major modernization and financial initiatives, it continues to struggle with inconsistent service performance and has not yet met its financial break-even targets.
As part of its effort to reach financial stability, the USPS is prioritizing the conversion of pre-career employees to career status to stabilize its workforce. USPS has continued to trend a conversion rate of approximately 10% per year.
