Universal Service & Monopoly Value

  • USO Cost: The estimated cost of the Universal Service Obligation (USO) for FY 2024 was $6.59 billion, driven primarily by six-day delivery ($3.4 billion) and maintaining small post offices ($840 million).
  • Monopoly Value: The estimated value of the combined letter and mailbox monopolies for FY 2024 was $5.92 billion.

Strategic & Administrative Progress

The Commission entered its third year of its 2023-2028 Strategic Plan, focusing on modernization. Internal business process automation saved an estimated 22,800 labor hours annually. The Commission operated on a $27.9 million budget for FY 2025.
