USPS Informational Webinars on Service Standard Changes

The new service standard changes took effect April 1st, 2025.  The new measurement is using a 5-D to 5-D versus the less granular 3-D to 3-D.  Phase one of this change will be adding in an additional day into single piece First-Class mail that is entered more than 50 miles from an origin Regional Processing and Distribution Center (RPDC) and non destination entered Marketing Mail and Periodicals. 

New Mailing Standards for Domestic Mailing Services Products

The Postal Service, published on May 1st  in the Federal Register a proposed rule for the structure changes as part of the proposed July 2025 postage increase.  A final rule will be published once the Postal Regulatory Commission approves the R2025-1 Market Dominant rate change.  

Search for a new Postmaster General (PMG) – could the wait be over?

This is the first National Postal Forum in my recollection in which we did not have a permanent Postmaster General (PMG) in office.  There have been transitional periods in USPS leadership – such as when acting PMG is in place due to retirement, resignation, or before a successor is officially named, but historically that replacement has been named prior to the NPF.  

Takeaways from the National Postal Forum 2025

PMG, GSA, And DOGE

The PMG followed up his original March 13th letter to congress announcing the agreement made by him with the GSA and DOGE with a new letter on March 17th.  The second letter was in response to questions and public comments from members of Congress related to the agreement.  The PMG used the follow up to better define his ask’s, and to assure Congress that they intend to keep them updated and informed on all progress.  

One of the key asks is for a review of the leases at 31,000 retail centers. USPS has always engaged in long term leases that now as they come due are near double the original costs.  Approximately only half of the sites currently cover their costs. Consolidating or closing retail sites has always been a political hot potato.  

Arbitrator Dennis R. Nolan has issued a final and binding arbitration award that sets the terms of a three-year collective-bargaining agreement between the National Association of Letter Carriers and the U.S. Postal Service.

After the membership failed to ratify the agreement that United States Postal Service and union leadership agreed to, an arbitrator was designated.

A binding agreement not too far off from the original proposal was issued.

“Arbitrator Nolan awarded general wage increases of 1.3 percent in November 2023 (paid retroactively), 1.4 percent in November 2024 (paid retroactively), and 1.5 percent in November 2025. “

“The no-layoff clause that protects letter carriers after six years of service as a career employee is retained in the 2023 National Agreement”

“The existing prohibitions against contracting out city carrier work are continued for the duration of the 2023 National Agreement.”
