Monitoring for Change of Address

The USPS collects National Change of Address (NCOA) information and compiles the Permanent COA information into encrypted data utilized by NCOALink® software to identify when a person has moved and, when possible, provide their new address.

The USPS certifies all NCOALink software and service providers to ensure that very strict matching logic is followed. This logic is designed to prevent making invalid matches to COA information. NCOALink® processing will also identify when there are old COAs (over 18 months old), COA’s without a new address, COA’s where NCOALink® is unable to return the new, domestic address, COA’s where the new address is a foreign address, and several reasons why a near match was made to a COA record.
