Monitoring for Change of Address
The USPS collects National Change of Address (NCOA) information and compiles the Permanent COA information into encrypted data utilized by NCOALink® software to identify when a person has moved and, when possible, provide their new address.
The USPS certifies all NCOALink® software and service providers to ensure that very strict matching logic is followed. This logic is designed to prevent making invalid matches to COA information. NCOALink® processing will also identify when there are old COAs (over 18 months old), COA’s without a new address, COA’s where NCOALink® is unable to return the new, domestic address, COA’s where the new address is a foreign address, and several reasons why a near match was made to a COA record.
