Search for a new Postmaster General (PMG) – could the wait be over?

This is the first National Postal Forum in my recollection in which we did not have a permanent Postmaster General (PMG) in office.  There have been transitional periods in USPS leadership – such as when acting PMG is in place due to retirement, resignation, or before a successor is officially named, but historically that replacement has been named prior to the NPF.

Takeaways from the National Postal Forum 2025

Last week concluded a very successful National Postal Forum in Nashville, TN. GrayHair participated in six sessions at the forum on topics of Address Quality, Hot topics in Mail, Bridging the Gender Gap with leadership tips, and working with Postal and Client Data at Scale.

Defining the “Perfect” Mailing Address

A well-designed address database is the bedrock of address quality.

What exactly constitutes a “perfect” address?

It might seem like a simple question, but the answer is more nuanced than you might think.

The concept of a “perfect” address varies significantly depending on who you ask, and it’s about more than just correctness; it’s about the context and purpose of the address.

Adhering to USPS naming conventions for address elements, such as primary address number, pre-directional, street name, suffix, post-directional, secondary address designator, secondary address number, city, state, and ZIP code, ensures compatibility with validation tools and instills confidence in accuracy.

The map includes streets, buildings, and green areas, suggesting a bustling urban environment. This representation highlights the importance of accurate address information and efficient delivery logistics, tying directly into the theme of defining the 'perfect' mailing address.

For Businesses

Accuracy and suitability are key to ensuring smooth operations and avoiding costly errors.

For businesses, a perfect address is one that is complete, correct for its intended use (distinguishing between physical, mailing and shipping addresses, for example), compliant with industry regulations, and ultimately, credible. Accuracy and suitability are key to ensuring smooth operations and avoiding costly errors. For instance, a perfect shipping address for a business might include a suite number, specific delivery instructions like “back door,” and a contact person’s name. That shipping address may not represent where they receive mail, nor even where they are physically located. Imperfect addresses for businesses can lead to delivery delays, increased shipping costs, customer dissatisfaction, and even financial penalties due to non-compliance with regulations specific to their industry.

For the USPS

It’s all about completeness, correctness, and currency.

The United States Postal Service (USPS) has its own criteria for a perfect address. For them, it’s all about completeness, correctness, and currency. These elements are crucial for postal discounts and efficient delivery. An address that meets these standards helps the USPS optimize its processes and ensure timely delivery. A perfect address for the USPS adheres to their specific formatting guidelines, including standard abbreviations and capitalization. Inaccurate addresses can disrupt mail flow and lead to compliance issues. Additionally, the perfect address reflects where the intended recipient currently resides.

For Mailers

The priority is postal compliance and deliverability.

Finally, mailers have a slightly different focus. Their priority is postal compliance and deliverability. This is essential for automation rate discounts, which can significantly impact the cost of large mailings. A perfectly formatted address allows mailers to take advantage of these discounts and streamline their operations. For mailers, a perfect address starts with being CASS™-certified, ensuring it meets USPS standards for automation and reflects any changes or additions that will facilitate mail delivery by the USPS. Incorrect or out-of-date address information can mean losing out on significant cost savings and decrease the deliverability rate.

Designing the Foundation: Database Structure Matters

A well-designed address database is the bedrock of address quality.

The concept of a perfect address extends beyond just the individual data points. A well-designed address database is the bedrock of address quality. Adhering to USPS naming conventions for address elements, such as primary address number, pre-directional, street name, suffix, post-directional, secondary address designator, secondary address number, city, state, and ZIP code, ensures compatibility with validation tools and instills confidence in accuracy. Furthermore, incorporating fields for internal Urbanization, mail stop information, PMB (Private Mail Box), and multiple address types (physical, mailing, shipping) creates a comprehensive and flexible system. For international operations, designing the database to accommodate foreign address formats is crucial for global reach.

Leveraging USPS Data for Optimal Accuracy

Proactively identify and correct address errors.

The USPS provides a wealth of data that can significantly enhance address accuracy. Integrating services like CASS™ (Coding Accuracy Support System) allows for address standardization and flags potential errors. NCOALink® (National Change of Address Linkage System) helps identify move updates, providing key data points such as move dates and match levels. ACS™ (Address Change Service) provides notifications of undeliverable mail, including deliverability and action codes. By utilizing these USPS resources, businesses can proactively identify and correct address errors, reducing undeliverable mail and improving overall efficiency.

Maintaining the Perfect Address

A perfect address database is not a static entity; it requires regular maintenance.

Utilizing CASS™, NCOALink® and ACS™ for updates, implementing data entry protocols validate addresses at the point of entry are essential. For sensitive documents, USPS Secure Destruction services should be used. It’s also important to acknowledge that no system is 100% perfect. The USPS relies on builders, communities, and carriers to provide and update address information. Therefore, ongoing vigilance and maintenance are critical to achieving and maintaining the closest approximation of the “perfect” address.”

Ultimately, achieving a perfect address involves balancing these diverse priorities. It requires carefully considering the specific needs of each mailing campaign and the various stakeholders involved. What might be perfect for one party may not be perfect for another. By understanding these different perspectives, you can strive to create addresses that meet the needs of everyone involved, leading to more efficient and effective communication. To ensure your addresses are as “perfect” as possible, consider reviewing your address data regularly and using address verification tools that cater to various requirements and stay updated on the latest USPS guidelines.
