USPS Informational Webinars on Service Standard Changes

The new service standard changes took effect April 1st, 2025.  The new measurement is using a 5-D to 5-D versus the less granular 3-D to 3-D.  Phase one of this change will be adding in an additional day into single piece First-Class mail that is entered more than 50 miles from an origin Regional Processing and Distribution Center (RPDC) and non destination entered Marketing Mail and Periodicals. 

New Mailing Standards for Domestic Mailing Services Products

The Postal Service, published on May 1st  in the Federal Register a proposed rule for the structure changes as part of the proposed July 2025 postage increase.  A final rule will be published once the Postal Regulatory Commission approves the R2025-1 Market Dominant rate change.  

Search for a new Postmaster General (PMG) – could the wait be over?

This is the first National Postal Forum in my recollection in which we did not have a permanent Postmaster General (PMG) in office.  There have been transitional periods in USPS leadership – such as when acting PMG is in place due to retirement, resignation, or before a successor is officially named, but historically that replacement has been named prior to the NPF.

Improve Deliverability

The Coding Accuracy Support System (CASS) is designed to standardize addresses to the latest USPS standards and information allowing for the proper assignment of ZIP, ZIP+4, and Delivery Point (DP) information.

Only CASS validated addresses can then be processed through subsequent processes to perform additional address quality related operations.

CASS focuses on confirming an address to a known range of addresses. For example, CASS data knows that there are addresses from 10-100 on MAIN ST, or that there are PO BOX values from 100-200. CASS will standardize the street address information by adjusting the address to proper formatting and abbreviations.

While CASS validates to a known range of valid addresses, Delivery Point Validation (DPV) checks the specific address to determine if it is valid for mail delivery by the USPS and/or if there is an issue with the secondary address information (such as, the apartment or suite number is missing or invalid).

LACSLink applies the Locatable Address Conversion System (LACS) data to the CASS coded address. There are situations where addresses are renumbered and/or the streets are renamed. LACSLink works to identify those impacted addresses and provide the new, correct address.

SUITELink applies to business addresses only where the CASS/DPV process identified missing of invalid secondary address information. SUITELink utilizes the Business Name along with the address to attempt to identify the secondary address information where the USPS deliver the mail for that Business. Having the correct secondary address information facilitates mail deliverability and increases the ability to match to Change of Address information when a business moves.
