USPS Informational Webinars on Service Standard Changes

The new service standard changes took effect April 1st, 2025.  The new measurement is using a 5-D to 5-D versus the less granular 3-D to 3-D.  Phase one of this change will be adding in an additional day into single piece First-Class mail that is entered more than 50 miles from an origin Regional Processing and Distribution Center (RPDC) and non destination entered Marketing Mail and Periodicals. 

New Mailing Standards for Domestic Mailing Services Products

The Postal Service, published on May 1st  in the Federal Register a proposed rule for the structure changes as part of the proposed July 2025 postage increase.  A final rule will be published once the Postal Regulatory Commission approves the R2025-1 Market Dominant rate change.  

Search for a new Postmaster General (PMG) – could the wait be over?

This is the first National Postal Forum in my recollection in which we did not have a permanent Postmaster General (PMG) in office.  There have been transitional periods in USPS leadership – such as when acting PMG is in place due to retirement, resignation, or before a successor is officially named, but historically that replacement has been named prior to the NPF.

USPS® Service Standard Changes

As part of its ongoing commitment to improving mail delivery performance, the USPS® has introduced significant updates to its service standards. These changes are designed to streamline operations, optimize delivery times, and enhance service reliability across the country. Whether you’re a business mailing out invoices or a consumer waiting for that important package, understanding these changes will help you plan around new delivery expectations.

Key USPS® Service Standard Changes

  • Transition from 3-Digit to 5-Digit Sorting: The most impactful change is the shift from 3-digit to 5-digit sorting. This allows for more precise processing, leading to faster and more reliable mail deliveries. USPS® is focusing on refining the three legs of mail transit—Post Office to Processing Facility (Leg 1), Processing to Delivery (Leg 2), and Final Delivery (Leg 3). This upgrade in sorting accuracy ensures that mail spends less time in transit, especially over longer distances.
  • Optimized Mail Transportation Across the Nation: As part of the USPS’s operational overhaul, regional processing centers (RPCs) are becoming the linchpins for quicker mail transit. Major hubs like Chicago will see mail move faster and more efficiently, with other regions experiencing similar improvements. This means that the majority of First-Class Mail® (FCM) will still arrive within the current 2- to 4-day window, with some areas seeing even faster deliveries.
  • Enhanced First-Class Mail® Reach: The USPS® is expanding its reach for 2-day and 3-day First-Class Mail® services. This improvement ensures more predictable and consistent delivery times across the country. About 75% of First-Class Mail® will maintain its current delivery speed, while the remaining 25% will benefit from new service optimizations.
  • No Impact on Most Market Dominant Mail: For those concerned about delivery delays, the USPS® changes will have no negative effect on 83% of Market Dominant mail volume. Most bulk mail services, including direct mail marketing campaigns and invoicing, will continue to meet the same delivery standards.

Why These Changes Matter for Businesses and Consumers

For businesses relying on mail delivery, these changes promise greater predictability, lower costs, and improved service. The introduction of 5-digit sorting and regional processing will help USPS® handle higher volumes of mail more efficiently, giving businesses more confidence in their mailing strategies. Consumers will benefit from faster and more consistent delivery times, especially in rural and remote areas.

The USPS® isn’t stopping here. They’re actively seeking customer feedback and planning additional service refinements based on data from this rollout. With the majority of First-Class® and Market Dominant mail services unaffected by the changes, USPS® continues to be a reliable and cost-effective solution for mail delivery across the U.S. These operational upgrades are a step toward faster, more dependable service for all customers.
