USPS Informational Webinars on Service Standard Changes

The new service standard changes took effect April 1st, 2025.  The new measurement is using a 5-D to 5-D versus the less granular 3-D to 3-D.  Phase one of this change will be adding in an additional day into single piece First-Class mail that is entered more than 50 miles from an origin Regional Processing and Distribution Center (RPDC) and non destination entered Marketing Mail and Periodicals. 

New Mailing Standards for Domestic Mailing Services Products

The Postal Service, published on May 1st  in the Federal Register a proposed rule for the structure changes as part of the proposed July 2025 postage increase.  A final rule will be published once the Postal Regulatory Commission approves the R2025-1 Market Dominant rate change.  

Search for a new Postmaster General (PMG) – could the wait be over?

This is the first National Postal Forum in my recollection in which we did not have a permanent Postmaster General (PMG) in office.  There have been transitional periods in USPS leadership – such as when acting PMG is in place due to retirement, resignation, or before a successor is officially named, but historically that replacement has been named prior to the NPF.

The Problem

A leading Telecommunications Service Provider faced significant challenges in managing undeliverable mail, controlling postal costs, and ensuring timely in-home delivery of mailpieces. The Company relied on multiple printers and letter shops but lacked a unified system to oversee address data and mail tracking.

This fragmented approach resulted in inefficiencies, high undeliverable mail rates, and increased operational costs. The Company needed a comprehensive solution to streamline its address hygiene processes and consolidate mail tracking under a single provider.

The Challenge

The Company sought to consolidate address management and mail tracking while continuing to use multiple vendors for printing and mailing. Additionally, they needed a provider that could oversee Intelligent Mail barcode (IMb™) management to ensure consistency across all mailings. Cost savings were also a major concern, as undeliverable mail was driving up postage and printing expenses. Without a unified address hygiene strategy, the Company was unable to optimize deliverability or maximize the return on its mailing investments.

The Approach

GrayHair Software conducted an in-depth analysis of the Company’s address data and mailing performance. Based on the findings, GrayHair implemented a two-pronged solution: Address Hygiene and Mail Tracking.

Address Hygiene
GrayHair’s proprietary address hygiene solutions, including the Universal Address Database and Historical ACS (HACS), identified undeliverable addresses before mailings occurred.

The “just-in-time” address hygiene process combined CASS™, NCOA, Proprietary Address Hygiene, and suppression techniques to ensure addresses were accurate, compliant, and deliverable.

Undeliverable addresses were either suppressed or replaced with viable addresses, improving campaign effectiveness and reducing wasted postage and printing costs.

Mail Tracking
Real-time mail tracking provided visibility into delivery performance, allowing the Company to monitor high-profile campaigns.

Monthly data visualization and reporting dashboards helped identify trends and issues, enabling quick corrective action.
