Today May 30th, 2025, the Postal Regulatory Commission (PRC) approved in its entirety the USPS Market Dominant Price changes for July 13th, 2025.

“The Commission concludes that the planned price adjustments, as described in the body of this Order, are consistent with the regulations of 39 C.F.R. part 3030 and applicable Commission directives and orders.”
Along with the pricing, the approval includes the planned Promotions and Incentives for 2026.
The Catalog Incentive will end on July 13th, 2025, and the new 10% promotion will begin on October 1st, 2025, running through June 30th, 2026.
The Mail Growth Incentive for 2026 will be for the same incentive rate of 30% credit on incremental postage in CY2026 over your CY2025 (with a one million piece minimum.)
Four of the 2025 promotions will remain, each now at 5%. The two Add Ons will continue into 2026 again at 1%. The Reply Mail IMbA promotion will be retired in 2026.
As the elimination of Bound Printed Matter (BPM) MC-2025-948 docket has not been resolved yet these prices include BPM Flats and Parcels. The prices for July will be the ones issued on Postal Explorer as “Excludes Marketing Mail Expansion and BPM Elimination”.

The final Federal Register Notice (FRN) with complete DMM language updates for the structural changes should be published on the FRN site early next week.
