The USPS® Proposes Mailing Promotions for 2025
The USPS has proposed five base promotions to run in 2025 along with two “Add On” promotions. Note that these promotions are subject to approval by the Postal Regulatory Commission (PRC).

Time Period: Pick your start date for 6 consecutive months
Tactile, Sensory, Interactive
Encourages mailers to enhance customer engagement through innovations in paper and stock, substrates, inks, interactive elements, and finishing techniques.
Discount: 4%
Eligibility: First-Class and Marketing Mailers
Registration Period: July 15 – September 1, 2025
Promotion Period: September 1 – December 31, 2025
First-Class Mail® Advertising
Encourages the use of First-Class Mail as an opportunity to promote their other offerings.
Discount: 3%
Eligibility: First-Class Mailers
Registration Period: May 15 – July 1, 2025
Promotion Period: July 1 – December 31, 2025
Continuous Contact
Incentivizes mailers to mail more frequently to the same household
Discount: 3%
Eligibility: Marketing Mailers
Registration Period: February 15 – April 1, 2025
Promotion Period: April 1 – September 30, 2025

Reply Mail IMbATM
Encourages Qualified Business Reply MailTM (QBRMTM) and High-volume QBRM customers to adopt IMbATM.
Discount: 3% OR 6%
Eligibility: First-Class Mailers
Registration Period: May15 – July 1, 2025
Promotion Period: July1 – December 31, 2025
Add-Ons
The USPS is introducing additional “add-on” promotions for mailers in 2025. These are additional discounts that you can add to a promotion and will be available throughout the entire year of 2025.
Informed Delivery®
Allows customers to leverage USPS Omnichannel feature by giving their mailpiece a digital element when using Informed Delivery campaigns.
Discount: 1% to mailer and 0.5% to eDoc submitter
Sustainability
Gives mailers the chance to show they are environmentally conscious by demonstrating the paper used in the mailing came from responsible sources
Discount: 1%
There’s Still Time To Maximize Cost Savings with the 2024 USPS Promotions
Reply Mail IMbATM
This promotion encourages marketers to adopt static or serialized barcodes on reply mailing.
Incentive: 3% discount for static ImbA on the BRM and a 6% discount for serialized IMbA
Eligibility: First-Class presort and automation letters
Registration begins: May 15, 2024
Promotion Period: July 1 – December 31, 2024
Informed Delivery®
This promotion encourages mailers to utilize the USPS Informed Delivery service, enabling consumers to preview their incoming mail and receive alerts for specific items. Mailers incorporating interactive features in their Informed Delivery notifications qualify for discounts.
Incentive: 4% discount at the time of mailing and 0.6% discount for eDoc Submitters
Eligibility: Qualifying automation Marketing Mail letters and flats; qualifying automation First-Class Mail letters, cards and flats
Registration begins: June 15, 2024
Promotion Period: August 1 – December 31, 2024
Retargeted Mail
This promotion incentivizes marketers to send postcards to website or mobile app visitors who didn’t make trackable conversions.
Incentive: 6% discount at the time of mailing
Eligibility: Qualifying automation First-Class postcards
Registration begins: July 15, 2024
Promotion Period: September 1 – November 30, 2024
Emerging and Advanced Technology
Incentivizes the use of technologies such as augmented reality, near-field communication, and video in direct mail campaigns.
Incentive: 3% discount using emerging and advanced technologies or 4% discount using enhanced emerging technologies
Eligibility: Marketing Mailers
Time Period: Pick your start date for 6 consecutive months in 2024
