On July 5, 2018, the Postal Regulatory Commission (PRC) issued Order 4697 approving the use of internal measurement systems by the USPS®. PI2015-1 was established on January 29, 2015, by the PRC to consider a Postal ServiceTM proposal concerning new internal service performance measurement systems for several of the USPS market dominant products including products within domestic First-Class Mail®, Periodicals, Marketing MailTM, and Package Services.
The Postal Service is required to provide an annual report to the PRC analyzing the quality of service for market dominant products in that year. To make its decision, the Commission considered whether or not the proposed internal systems are capable of developing “objective” service performance measurements; reporting accurate, reliable, and representative service performance data; and providing data in the nature and form required by the Commission.
PRC Order 4697 ruled that the Postal Service may report market dominant service performance to the Commission starting with the FY 2019, Quarter 1 report based on data generated from its service performance plan.
